LUXEMBOURG, September 7, 2026 — Guerman Goutorov is challenging his inclusion in the EU’s Ukraine-related sanctions regime, arguing that the Council made an assessment error and lacked evidence for claims tying him to support for Russia’s military-industrial complex.
The action, filed July 7, asks the General Court to annul Council Decision (CFSP) 2026/504 and Council Implementing Regulation (EU) 2026/509 only insofar as the measures list him. Both acts are dated April 23 and concern restrictive measures over actions undermining or threatening Ukraine’s territorial integrity, sovereignty and independence.
Goutorov, identified as based in Dubai, contests the Council’s conclusion that he materially or financially supported Russia’s military and industrial complex, including through involvement in supplying military technology and equipment. He also disputes the finding that he was associated with an entity supporting that complex.
His second plea alleges that the Council failed to meet its burden of proof. Goutorov argues that a Council working paper does not establish either direct support or the asserted association, and says he submitted evidence contradicting the allegations. He also seeks recovery of his legal costs and expenses.
