LONDON, April 9, 2026 - The UK Office of Trade Sanctions Implementation said it will expand its licensing role from Monday, April 27, becoming responsible for licensing sanctioned goods and associated ancillary services for export to sanctioned destinations. The move extends OTSI’s existing remit, which already includes licensing sanctioned standalone services such as professional and business services.

The agency said the application process will not change. From April 27, exporters should continue submitting applications for sanctioned goods through the Department for Business and Trade’s SPIRE service. OTSI said it will handle incoming applications for those controls from that date.

OTSI said goods and ancillary services that are subject to both strategic export controls and sanctions, as well as items subject only to export controls, will remain under the Export Control Joint Unit’s remit. Where applicable, OTSI said it will issue Standard Individual Export Licences through SPIRE so licences can be provided immediately to HM Revenue & Customs and Border Force, with the aim of minimizing disruption to business.

The office said exporters seeking sanctions licences for standalone services should continue using OTSI’s dedicated online portal. It also said further information and updated export sanctions licensing guidance will be published before April 27, including revised statutory guidance clarifying which licensing body is responsible for specific prohibitions.
