UK sanctions Al-Qard Al-Hasan over alleged Hizballah financing links
Britain has imposed an asset freeze and director disqualification sanction on Lebanon-based Al-Qard Al-Hasan, citing suspected links to Hizballah and the provision of financial services and funds for terrorism.
LONDON, September 8, 2026 — The United Kingdom has sanctioned Al-Qard Al-Hasan under its Counter-Terrorism (International) sanctions regime, saying there are reasonable grounds to suspect the Lebanon-based organization is associated with Hizballah and provides financial services and funds for terrorism.
The Foreign, Commonwealth and Development Office added Al-Qard Al-Hasan, also listed as Al-Qard Al-Hassan, to the UK Sanctions List on Tuesday. The designation imposes an asset freeze and a director disqualification sanction.
In its statement of reasons, the government said Al-Qard Al-Hasan is suspected of being a member of, or associated with, Hizballah, which the UK regards as involved in terrorist activity. It also said the organization is suspected of providing financial services and making funds available for the purposes of terrorism, specifically to Hizballah.
The UK notice describes Al-Qard Al-Hasan as a financial services and charitable organization based in Beirut, Lebanon.
Under the asset freeze, UK persons must freeze funds or economic resources belonging to, owned, held or controlled by the designated entity where they know or have reasonable cause to suspect they are dealing with them. Funds or economic resources cannot be made available to or for the benefit of Al-Qard Al-Hasan unless an exemption applies or a license has been issued by the Office of Financial Sanctions Implementation. Relevant findings must also be reported to OFSI.
The designation took effect on Sept. 8 and was made under the Counter-Terrorism (International Sanctions) (EU Exit) Regulations 2019.
